  Teaching Plan for “Junior College Graduates to Undergraduate Diploma” Program for the major of Administration in the Institute of Distance Education of Nanjing University

1. Introduction

The Department of Politics and Administration (DPA) originated from the Department of Politics in the Institute of Law in the Central University of China. In the early 1980s, Nanjing University began to rebuild the Department of Politics under the new reforming and opening-up situation. In 1986, the Department of Politics and Administration was formally established and Nanjing University became one of the comprehensive universities which early recovered the subject of politics and administration in China. In 1997, the Institute of Social Engineering and Administration was established in Nanjing University, and later renamed as the Institute of Public Administration. Now DPA is a key unit of this Institute.

DPA has three undergraduate programs (Politics and Administration, Administration, and International Politics), five master programs (Theory of Politics, Administration, International Politics, Chinese and Foreign Political Systems, and Theory of Marxism and Education of Political Thought), two doctoral programs (Theory of Politics and Theory of Marxism and Education of Political Thought). There are powerful teaching resources in this department. The old generation of experts includes Professor MA Hongwu, Professor WANG Debao, Professor BAO Yve, Professor of WANG Zhenhuai and so on. Now there are 43 professional teachers, among whom 11 are professors, 22 are associate professors, and 18 have doctor degrees.

In order to enhance the subject development, this department has built fixed relationship with the relative institutes and departments of some well-known schools of higher learning and research institutions in the mainland, Taiwan, Hong Kong and foreign countries. Some famous scholars and government high-ranking officials have been engaged as part-time professors. The academic communication is very active and large-scale academic seminars have been held for many times. In the department, there is strong academic atmosphere. At present, DPA has established the Institute of Public Issues and Public Policies, the Institute of Chinese Politics and Administrative Development, the Institute of Eastern Asia, the Research Center of Deng Xiaoping’s Theory, and the research organizations like the training center for national exams of national civil servants in Nanjing University. It is an important base for the research of politics, study of administration, and international politics in Jiangsu Province. In addition, it continues providing policy consultation and training in-service cadres annually, which has had a good influence in the society.

1.      Targets of Cultivation

For the principle that “Education should face modernization, face the world, and face the future”, a teaching plan for “Junior College Graduates to Undergraduate Diploma” program for the major of administration in the Institute of Distance Education of Nanjing University is specifically made in order to cultivate the professional talents who can meet the needs of socialist economic construction, have both administrative theory and skills, and take part in administrative practical work. The major takes the technology of modern webs as a teaching forum, emphasizes on modernization, application and practice of the teaching plan, focuses on training students in the basic knowledge, basic theory, and basic skills of administration, and cultivate students to analyze and solve practical problems with theory. Its graduates can do relative administrative work in government offices, large-scale enterprises and social societies.

2.      Subjects and Scales of Cultivation

The major is of the bachelor level of higher education. Its subjects should be at least the graduates of junior colleges. Through study, students are required to systematically master the basic knowledge, basic theory, and basic skills of administration, and have good professional qualities while performing administrative work.

4. Length of Schooling

This major adopts a credit system in the teaching management. The regular length of schooling is three years and the flexible length of schooling can be from two to five years.

5.       Syllabus Design

The syllabus includes basic course, courses of the major, optional courses, and graduation thesis.

There are 4 common basic courses including Theories of Deng Xiaoping, Basis of Computer, College English and College Chinese. The total credits for these courses are 20.

There are 10 courses of the major including Theories of Politics, Study of Administration, An Introduction to Public Administration, Public Policies, Management of Human Resources in Public Sectors, Administrative Law, System of National Civil Servants, Study of Public Leadership, Psychology of Management, and Writing of Official Documents.

Optional courses consist of 3 optional courses of the major and 5 common optional courses. Optional courses of the major are Modern World Politics and Economy, Electronic Government, and Public Economics. Common optional courses include Spoken English, Western Culture, Economic Law, An Introduction to World Economy, and Webpage Design and Creation. The total credits for the optional courses are 32 and students are required to get at least 12 of them, among which at least 8 should be of optional courses of the major.

The credits for graduation thesis are 8.

6. Teaching Process

The teaching of this major is mainly through online education. The process of teaching includes online teaching, online learning guidance, homework, online discussion, assessment, and graduation thesis.

a.       Online teaching

The teaching of this major is mainly through online teaching and teachers who have good ideological quality, a strong sense of responsibility and rich teaching experience are chosen to give lessons. For each course, some teachers will form a teaching group to design the syllabus, choose teaching materials and produce multi-media teaching courseware.

b. Online learning guidance

According to the arrangement of teaching schedule, the teaching group answer students’ questions online, settle the problems students encounter in their study, strengthen the communication between the teachers and the students so as to improve the effect of teaching and learning. And they modify the teaching speed and content corresponding to students’ timely response.

c.       Homework

Homework is an important means to push students to learn by themselves, digest and consolidate what they learn. All courses of this major have homework. Teachers assign sufficient homework at each teaching stage and give feedback to students in time. The grades of homework account for a certain proportion of the final score.

Homework emphasizes on case analysis and deep-thinking of problems so as to cultivate students’ ability to apply the theory and knowledge of the major and solve practical problems.

d.       Online discussion

Online discussion is an important part and method of online teaching. By asking specific questions, teachers require students to discuss and communicate sufficiently within the time limit.

e. Assessment

Assessment includes homework, quizzes, online discussion and final examination.

e.       Graduation thesis

After the study of all courses, based on their practice, students choose a topic and discuss with their supervisors. Under the instruction of their supervisors, students finish their graduation thesis independently. Graduation thesis is a comprehensive reflection and evaluation of students’ studying achievements. Those who cannot pass the graduation thesis cannot be conferred degrees.

f. Conferring Degree

Students can apply for the degree if they can finish the required courses and get the grades better than “all-right” for these courses and the graduation thesis (including “all-right”) within the time limit of flex-learning system. Nanjing University will confer the degree of Bachelor of Arts to those who meet the requirement of “The Detailed Rules to Confer Bachelor Degrees to Students of Distance Education”.
